The Marine Mammal Commission is using the report of the Advisory Committee to prepare its Report to Congress. The Commission expects to submit its Report to Congress later this year.

Sound Program Background Information

The Omnibus Appropriations Act of 2003 (Public Law 108-7) directed the Marine Mammal Commission to “fund an international conference or series of conferences to share findings, survey acoustic 'threats' to marine mammals, and develop means of reducing those threats while maintaining the oceans as a global highway of international commerce.”

In response, the Commission, working through the U.S. Institute for Environmental Conflict Resolution, contracted with a team of professional facilitators to explore the potential for a multi-stakeholder policy dialogue that would focus on the impacts of anthropogenic sound on marine mammals.

The facilitation team’s assessment, which was completed in November 2003, identified stakeholder support for the Commission’s plan to establish a federal Advisory Committee on Acoustic Impacts on Marine Mammals. Accordingly, the Commission has invited representatives of the interested parties to serve on the Advisory Committee.
